State Initiatives

  • SCA 2 - Article 34 of the California Constitution was passed in 1950 through Prop 10. Article 34 is a racist article, and was blatantly supported by segregationists who did not want to see affordable housing and people of color living in their neighborhoods. This effectively banned all publicly-owned affordable housing construction throughout the entire state unless it is first approved by the public. SCA2 will be a statewide proposition voted on in 2024, and would repeal Article 34. Status: SCA2 will be voted on during the November 2024 election.

  • AB309 - would create the California Housing Authority, a new state entity that would build and acquire housing. AB309 would authorize this entity to build a total of 3 housing developments on state owned property throughout California. Status: AB309 has passed the Assembly floor with a supermajority, passed the Senate Appropriations Committee, and will be headed to the Senate floor.

  • SB555 - is a study on social housing that sets goals for the number of social housing units to be built or acquired over the next ten years. Status: SB555 has not made it past the Assembly Appropriations Committee.

  • SB584 - is a tax on Airbnbs throughout the state of California, where the funds would be used to fund workforce housing by public agencies, local housing authorities, and non profit organizations. Status: Passed Senate in May, will not advance through Assembly this session.
